This document describes the SMS messaging program operated by Erwin Utilities Authority for internal employee safety. It includes the consent flow, opt-out mechanism, sample messages, and screenshots of the in-app opt-in checkbox. It is intended as a public reference and as documentation for SMS carrier compliance review.

✅ How Consent Is Collected (Affirmative Opt-In)

Consent to receive SMS messages is collected through a dedicated, standalone checkbox that is UNCHECKED BY DEFAULT. No employee is enrolled in SMS unless they take two deliberate, affirmative actions:

  1. Verify ownership of their mobile number by entering a one-time code sent to that number.
  2. Actively check the separate "Receive SMS notifications" box, which is unchecked by default and is not bundled with any other agreement or terms acceptance.

The checkbox appears directly above the following consent language, which the employee sees before selecting it:

"I agree to receive recurring SMS text messages from Erwin Utilities Authority Roll Call for internal safety notifications, drills, and meeting roll calls. Message frequency varies. Message and data rates may apply. Reply STOP to opt out, HELP for help."

Because the box starts unchecked, an employee who takes no action is never enrolled. Consent requires the employee to deliberately select the box. Employees may also complete this same affirmative opt-in during initial account onboarding, where the unchecked SMS consent box is presented as a separate, optional step distinct from accepting the account Terms of Service and Privacy Policy.

📨 Message Frequency

Message frequency varies based on operational events. A typical week includes one to four messages, with additional messages during drills or severe weather events. Total monthly volume is well under 5,000 message segments.

The link in each message is a single-use, time-limited link unique to the recipient that signs the employee in directly to the relevant check-in screen.

🔐 Privacy & Data Handling

Phone numbers are collected only from active Erwin Utilities Authority employees during account onboarding via a six-digit verification code sent to the employee's phone. Numbers are stored only on Erwin Utilities Authority's private infrastructure. Mobile numbers collected for this program are never sold, rented, or shared with any third party or affiliate for marketing or promotional purposes, and are used solely to deliver internal safety notifications to the employee who provided them. 🚪 Opt-Out Mechanism

Employees can opt out of SMS messages at any time via three independent methods:

These screens mirror the My Profile page in the Drill Roll Call app. The consent checkbox is unchecked by default; it becomes checked only after the employee deliberately selects it.

🔒 Verified Opt-In Flow

SMS enrollment requires both a verified phone number AND deliberate selection of the unchecked-by-default opt-in checkbox. The sequence:

  1. Account creation. Employees receive a Roll Call account only after employment verification by Erwin Utilities Authority. Accounts cannot be self-registered from the public internet.
  2. Phone entry. On the My Profile screen, the employee enters their personal cell phone number. The phone is not saved at this point — only verified numbers are stored.
  3. Verification code. Tapping "Send Code" sends a one-time six-digit code via SMS to the entered number. The code expires in 10 minutes, proving the employee possesses the device.
  4. Code entry. The employee types the received code back into the app and taps "Verify." Only after successful verification is the number persisted.
  5. SMS opt-in (affirmative, unchecked by default). Below the cell phone card, a separate "SMS Notifications" card displays a checkbox that is UNCHECKED BY DEFAULT, directly above the full consent disclosure (message type, frequency, rates, and opt-out instructions). The employee must deliberately check this box to enroll. It is never pre-selected, and it is not bundled with Terms of Service or Privacy Policy acceptance. Leaving it unchecked means the employee is not enrolled.
  6. Continuous control. The employee may revisit My Profile at any time and uncheck the box, reply STOP to any message, or reply HELP for opt-out instructions. All three immediately suppress future SMS.
  7. Onboarding option. New employees may also complete this affirmative opt-in during initial account setup, where the same unchecked-by-default SMS consent box is presented as a distinct, optional step separate from accepting the account Terms of Service and Privacy Policy.
